If you follow this line of thinking, it becomes clearer which Disney talking animal characters have to wear pants: mammals with visible genitalia (save for some very early scandalous Goofy cartoons). This probably isn’t a hard and fast rule, but I’m sure it has come up during the design phase of many of them.
Warner Brothers didn’t even bother with clothes at all! Only Porky Pig, I think?
